Dear George and Angela,
for sure it is meant to be a duck, see the tail, the wings (wings?!?), the scale meant to look like feathers, the water, and so on, but frankly any 4 years old baby would draw better than this “artist”.
I found irresistibly fun the face’s expression.
Dear Angela, I agree, ebay’s automatic translations are often funny but also really irritating. Often that is not allowing you to make specific searches.

After looking at the picture I think it is a fish.  The body has scales and there are fins.  A sad fish but still I think a fish.

It is supposed to be a mandarin duck but poorly executed.

They are usually painted in a pair, but in this case, one on each side!

It is a dragon-carp--the carp that swims up river and turns into a dragon.  This "Dragon-Carp" decided to take a rest near some lotus.
