Dear Chaz,
thank you and welcome here; this is the right place to learn about snuff bottles.
I am not a big expert, but I agree with George, your bottle is not to be considered an old one, and its quality is so and so. Not bad, modern bottles in general are worst. Since you mentioned the stopper, be aware that in judging the bottles the stopper is not an important point, because they were changed and/or placed by someone at any time.
If you start to look at the result of the major Auction houses, you will see how a good bottle should look. In particular, the style of the dragons is different than that of your bottle and the carving is much finer quality. More smooth, more finished.
