It looks like early Shandong style, so why not put down 'School of Bi Rongjiu'? Another option is Bi Baosan, BRJ's elder son, who also painted. BRJ died in 1925, but this could have been painted before, and not signed, since it was sold after BRJ had died. Other possibilities are Zhang Wentang and Zhao Yuting, both students of BRJ.
